A breakdown in the peace talks between the Ugandan government and the rebel Lord’s Resistance Army (LRA) threatens to undermine improvements brought about by a tenuous ceasefire. A lack of resources and the possibility of further violence threatens to harm those who have been the most vulnerable to abuses --- women and children.
