Refugees International has released a study of the MONUC mission in the DRC, titled "MONUC: Flawed Mandate Limits Success." Based on research conducted in the DRC, and dozens of interviews with MONUC personnel, NGOs in the region, and senior personnel in the United Nations’ Department of Peacekeeping Operations (DPKO), the report analyzes the mandate’s military and political limitations and its subsequent inability to significantly influence the peace process. The report highlights a root cause of MONUC’s problems: the unwillingness of UN member states to support a mandate that will enable MONUC to advance the peace process. It also examines the MONUC’s effectiveness from the perspectives of the UN, MONUC personnel, NGOs in the DRC, and from the Congolese people.
