the plight of 300,000 Biharis or "stranded Pakistanis" who were
stranded when Bangladesh
seceded from West Pakistan after a bloody civil war in 1971. The report recommends
that the Governments of Bangladesh and Pakistan grant citizenship to
the hundreds
