Visual Mission: Extremely vulnerable remain in camps in northern Uganda

Uganda 2006: Most Vulnerable People Remain In Camps

After the cessation of hostilities agreement between the Lord’s Resistance Army and the Government of Uganda, the security situation in northern Uganda improved. Many people moved outside the camps to begin tilling their land and building small new huts. However, disproportionate numbers of vulnerable people, such as elderly, handicapped, women and children, still live in camps and will for the foreseeable future. In Lira district, where almost half of the population has returned, the government of Uganda has begun to ‘de-gazette’ camps that still contain significant numbers of extremely vulnerable people with little planning or programs available to support them. Humanitarian agencies should ensure that assistance and increased protective services, such as programs to combat gender-based violence and ensure child protection, are being provided within the camps for the extremely vulnerable.
