Daryl Grisgraber, senior advocate for Refugees International in Washington, who recently visited Jordan’s vast Zaatri refugee camp near the Syrian border, said prefabricated housing units were en route from donor countries to replace tents, but the process has been frustratingly slow as camp officials await their arrival. “Unfortunately, at the moment, they’re not doing a lot,” she said. The winterization of the camp was still possible, she said, “but it should have started by now.”
