Millions of refugees and internally displaced people, particularly women and children, suffer needlessly because governments and international humanitarian agencies do not devote sufficient resources to protect and help them. Often this is because the crisis is not sufficiently in the public eye and donor governments can afford to ignore it. Another cause is lack of leadership among the international agencies responsible for humanitarian response.
